民警通过检查发现，案涉机顶盒其实是一款加装了路由器和流量卡的GOIP设备。所谓的GOIP其实就是虚拟拨号设备，是近些年境外诈骗分子普遍使用的一种新型诈骗工具。GOIP能将传统的电话信号转化为网络信号，犯罪分子在境外只要通过境内安装好的GOIP设备，就能将境外的电话号码伪装成境内任意地区号码进而实施诈骗。如同本案中朱阿婆接到的以“021”开头的电话，实则是将境外网络信号转化为本市固定电话信号，极难辨别真伪。除了朱阿婆外，还有两名被害人也是接到了利用张某客户固定电话号码的境外诈骗电话后被骗，损失共计90万元人民币。</p><p
